All applications, information and records concerning any applicant or recipient of Medicaid shall be confidential and shall not be disclosed or used for any purpose not directly connected with the administration of the Medicaid Program. Application, information and records may not be released to elected officials or to any other person not directly connected with the administration of the Medicaid Program. Refer to Service Chapter 449-05 for additional guidelines.
